Bill Tornquist

Chief Program Officer

Bill Tornquist, LMFT, is an accomplished executive with extensive experience directing and delivering programs within time and budget constraints.  He has a proven track record of building and leading high-performing teams, managing the full lifecycle of program delivery, and streamlining operations to solve program issues.  Bill possesses expertise in identifying and achieving program requirements to drive process improvements.  His career demonstrates strong leadership, communication, and interpersonal skills.

Bill recently returned to The Priority Center as Chief Program Officer, a role he also held from 2018 to 2023.  During his previous tenure, he administered all facets of nine agency programs, managing county/local, state, and federal funding, overseeing a $9.3M budget, and leading a large team.  He secured multiple multi-year government contracts and spearheaded several successful programs.  Prior to his return to The Priority Center, Bill served as the Director of Career Pathways at Mi Casa Resource Center in Denver, where he led the strategic advancement of career, operations, outreach, and education teams.

Bill holds a Master of Science in Counseling from California State University – Fullerton and a Bachelor of Science in Social Science/Psychology from the University of California – Irvine. He is a Licensed Marriage and Family Therapist in both California and Colorado.
