Program Director – CalWORKs HVP

The Priority Center is seeking a Program Director for its CalWORKs Home Visiting Program (HVP). This program is derived from CalWORKS and provides resilient parenting and early learning connection services, including a minimum of monthly home visits for up to twenty-four months to families approved for participation by the Orange County Social Services Agency (SSA). The purpose of the program is to provide voluntary, high-quality, home visiting service to support positive health, development and well-being outcomes for pregnant and parenting women, families and infants born into poverty.

**The Priority Center also offers a 9/80 work week schedule which allows for one day off every two weeks (equivalent to having an additional 26 days off per year!)**

Job Summary:

The primary role of the Program Director is to monitor, plan, develop, maintain and fulfill all contractual obligations of the CalWORKS Home Visiting Program services for The Priority Center. The Program Director reports directly to the Chief Program Officer.


  1. Maintain the CalWORKS Home Visiting program to fulfill all requirements and meet all contractual obligations set by First Five Orange County, Orange County Social Services Agency (SSA), including but not limited to: workload standards, MGE requests and tracking, training requirements, staffing requirements, and developing and/or approving budgets and maintaining budget compliance of program elements.
  2. Manage daily program operations, ongoing activities, develop and update program policies and procedures, conduct program assessment and evaluation, contract administration, and participate in strategic planning for the CalWORKS program.
  3. Encourage and solidify healthy, strategic relationships within the community.
  4. Nurture and develop the CalWORKS team, foster stability, and provide professional growth for program staff.

Essential Duties and Responsibilities:

Program Administration

  • Facilitate program reviews, case reviews, staff training and staff meetings for quality assurance and mentorship.
  • Approve employee timesheets and monthly expense reports.
  • Provide program development around evaluation, training and services.
  • Responsible for program and staff compliance with all agency and funder administrative requirements and policies.
  • Review and assign incoming referrals, monitoring non-duplication of services.
  • Work with the Chief Program Officer and accounting in preparing program budgets, ensuring that the program operates within contract budget guidelines.
  • In charge of purchase orders for the program.
  • In charge of Special Incident Reporting for the program and its staff/clients as needed.

Supervision and Management

  • Responsible for the weekly individual and group supervision, mentoring and training of assigned program staff with the aid of program leads/program supervisor.
  • Review staff accuracy and timeliness in documentation in client files.
  • Review client treatment goals and progress as needed.
  • Responsible for personnel management, including hiring and termination.
  • Responsible for employees’ 90 day and annual performance evaluations.
  • Review and supervise the filing of child abuse, elder and dependent abuse reports.
  • Ensure that staff adhere to HIPAA, and PHI/PII protection.
  • Lead strategically to ensure that program staff are performing at or above expectations.

Contract Monitoring

  • Ensure that contract requirements, goals, performance measures/outcomes are being met and staff are complying with all agency and funder requirements.
  • In charge of weekly/monthly reporting for the funder by due date.
  • Responsible for program accountability including implementation and revision of annual program evaluations as needed.
  • Tabulate and track monthly statistics, MGE requests, POs, and submit reports and data as needed to funder and CalWORKS systems by their due date.
  • Ensure staff document and track all session notes in program’s EHR system within 24-48 hours of visit/session.
  • Attend funder and Priority Center meetings, trainings, and conferences as needed.


  • Professionally represent The Priority Center’s CalWORKS Home Visiting Program in community relation events, meetings, and trainings.
  • Collaborate with community agencies, funder, community partners, universities, and other collateral professionals.
  • Provide support to staff and clients as needed.
  • Build collaborative partnerships with existing and new community resources and providers for linkage and support purposes.
  • Maintain current awareness of community-based resources and public benefits available to clients including Orange County Social Services, Social Security and other non-profit social services agencies.
  • Maintain an up-to-date community resource directory for staff and clients.
  • Other duties and responsibilities as assigned.

Position Qualifications:

  • Required: Bachelor’s degree in Social Work, Psychology, Sociology or related field.
  • Minimum of two years of supervisory experience preferred.
  • Experience with families and adults is highly preferred.
  • Experience working with clients with mental health concerns.
  • Knowledge of community resources in Orange County.
  • Comfortable working with diverse populations including undocumented individuals, LGBT populations, and those experiencing homelessness, substance abuse, and/or mental illness.
  • Valid California Driver’s License and current automobile insurance.
  • Live Scan fingerprinting required.
  • Bilingual Spanish or Vietnamese desirable.

Working Conditions:

  • Working environment is indoors, reasonably clean, well lit and ventilated.
  • Little or no probability of injury or health impairments.
  • Requires little or no physical effort involving intermittent standing, sitting or walking while performing duties, occasional lifting up to 10 lbs.


This is a full-time, exempt position with a salary ranging between $83,000 and $90,000.
